Any successful leader will be sure to tell you that one key to achieving success is to ensure that you train up other leaders who possess the ability to facilitate the vision and assist in accomplishing the mission. This, in part, was what we find occuring in Exodus 18: 13-26
13.The next day, Moses took his seat to hear the people's disputes against each other. They waited before him from morning till evening. 14. When Moses' father-in-law-saw all that Moses was doing for the people , he asked, "What are you really accomplishing here? Why are you trying to do all this alone while everyone stands around you from morning till evening?" 15. Moses replied, "Because the people come to me to get a ruling from God. 16. When a dispute arises, they come to me, and I am the one who settles the case between the quarreling parties. I inform the people of God's decrees and give them His instructions." 17. This is not good! Moses' father-in-law exclaimed. 18. You're going to wear yourself out-and the people, too. This job is too heavy a burden for you to handle all by yourself. 19. Now listen to me, and let me give you a word of advice, and may God be with you. You should continue to be the people's representative before God, bringing their disputes to Him. 20. Teach them God's decrees, and give them His instructions. Show them how to conduct their lives. 21. But select from all the people some capable, honest men who fear God and hate bribes. Appoint them as leaders over groups of one thousand, one hundred, fifty, and ten. 22. They should always be avaliable to solve the people's common disputes, but have them bring the major cases to you. Let the leaders decide the smaller matters themselves. They will help you carry the load, making the task easier for you. 23. If you follow this advice, and if God commands you to do so, then you will be able yo endure the pressures, and all these people will go home in peace. 24. Moses listened to his father-in-law's advice and followed his suggestions. 25. He chose capable men from all over Israel and appoint them as leaders over the people. He put them in charge of groups of one thousand, one hundred, fifty, and ten. 26. These men were always avaliable so solve the people's common disputes. They brought the major cases to Moses, but they took care of the smaller matters themselves." (NLT)
It became Moses' responsibility to identify and teach designated leaders the decrees and instructions of God. In doing this Moses was accomplishing several important leadership tasks:
(1) Moses recognized wisdom and listened to the advice of Jethro, his father-in-law. Leaders must allow other leaders access into their lives and provide insight into matters that affect not only the leader's quality of life but the lives of those that they are responsible for.
(2) Moses was delegating his duties. Delegating responsibilities is a leadership function. Identifying what tasks that were to be delegated was important as well. Moses needed to use wisdom and discretion in selecting what matters to pass off and which to retain. Moses was responsible for teaching the people God's decrees and giving them His instructions. From this juncture he could then delegate other associated matters or tasks to selected leaders. Leaders, through impartation, learn to multiply themselves.
(3) As a leader, Moses was responsible for selecting those leaders who were capable, honest, and would not take bribes. In other words Moses was responsible be selecting leaders of good character and judgment. This is a primary function of the one in charge and at this point should not be delegated.
(4) Moses then had to make the decison of which leaders would be over the thousands, hundreds, fifties, and tens. Leaders need to be able to distinguish the strengths and weaknesses of the leaders underneath them to properly place them. These decisions cannot be made based on popularity or personality. Because of such there may be some who will not agree with your selection but you must be willing to not just make the best decisions but stand by them as well.
The resullts of Moses' heeding the advice of wise counsel reduced his work load and the stress that accompanied it. As leaders let's make sure that we have wise counsel in our lives, that they have the autonomy to speak to situations as they see them, and the wisdom to heed their advisement.
